Job Description:

BCDC is looking for a Senior Environmental Scientist (Specialist) to work in the agency’s Bay Resources Permit Program and act as BCDC’s representative on an interagency team revolutionizing the environmental permitting process for multi-benefit wetland restoration projects in the San Francisco Bay Area. This position involves work on projects that meet the San Francisco Bay Restoration Authority programs and priorities and include such projects as large wetland restoration and enhancement projects, beach creation and restoration, Bay habitat projects (e.g., ecotone slope levees, high tide refugia, nesting bird islands), and other projects that improve Bay ecosystems.

You will represent BCDC on an innovative, six-agency regulatory team known as the Bay Restoration Regulatory Integration Team (BRRIT). The BRRIT was started in August of 2019 and has been working with project proponents to improve the permitting process for multi-benefit wetland restoration projects that are incentivized by funding from voter-approved Measure AA that was passed in 2016. Over the next two decades, funding from regional Measure AA will provide more than $500 million towards a goal of restoring 100,000 acres of wetlands in San Francisco Bay. To streamline the permitting process for these wetland projects, all representatives of the six separate regulatory agencies work together closely to coordinate pre-application meetings and permit application review and approvals. The success of the BRRIT in streamlining permits is based upon early coordination between the project proponents and the six regulatory agencies during pre-application meetings and review. The six partner agencies include: (1) BCDC; (2) the San Francisco Bay Regional Water Quality Control Board (Water Board); (3) the California Department of Fish and Wildlife; (4) the U.S. Fish and Wildlife Service; (5) NOAA National Marine Fisheries Service; and (6) the U.S. Army Corps of Engineers.

Job Responsibilities:

Research and analyze complex development and restoration proposals, guiding permit applicants and stakeholders on project issues related to BCDC’s laws, policies, and regulations.
Write permits, correspondence, and reports on proposed projects and regulatory and planning issues.
Collaborate and negotiate with project proponents and partner agencies.
Lead and participate in meetings, site visits, planning and policy discussions, and workshops.
Review and comment on local, state, and federal planning and regulatory documents, and environmental impact reports.
Make presentations to the Commission, its advisory boards, and other audiences.
Provides technical support to regulatory, planning, the legal staff, and the Commission.
Respond to inquiries on general BCDC matters, assist with report mailings and filing, and other related duties.
