Job Description:

Leading the SRN programme team in DCMS ensuring their efforts are coordinated effectively and aligned with the overall programme objectives and strategy. Liaising with colleagues in the department on the policy and delivery resourcing needs and priorities;

Leading on the resolution of technical and policy issues and ensuring Government policy is reflected in delivering the programme, including informing Ofcom’s and other partners’ approach in delivering the programme;

Establishing and maintaining productive relationships with key stakeholders including technical advisors, Ofcom, industry partners to facilitate successful delivery of the programme;

Working alongside the BDUK Finance Function to secure necessary approvals from Treasury throughout the programme lifecycle. Ensuring good financial management and controls including responsibility for managing budgets and financial reporting for the programme;

Working in collaboration with the BDUK Engagement Function to ensure oversight of and input into the communications strategy which reflects the high public value of the programme, to ensure Parliamentary and public comment remains positive – including providing regular updates to Ministers to maintain confidence in the delivery of the programme;

Leading and managing a team of policy officials and technical specialists in line with civil service values and reflecting the Department’s commitment to a diverse and inclusive culture.

Job Responsibilities:

  • A proven track record of operating successfully in leadership roles involving external engagement at senior levels,
  • Experience of providing visible leadership to challenging policy and delivery programmes – including defining and delivering policy and delivery priorities with an ongoing demonstrated commitment to diversity and inclusion.
  • Strong communication skills, including the ability to persuade and support organisations to work with government, and a demonstrated range of technical and non-technical audiences.
  • Demonstrated experience in communicating and providing advice on technical policy or delivery areas – with experience in telecoms policy, a regulator or a regulated industry highly desirable.
