The successful Civil Service Director acts as an agent of progress, communicating needs proactively with our HR department, Directors and City Management, and developing integrated solutions. The position formulates partnerships across the HR function to deliver value-added service to Directors and employees that reflects the goals of the organization. The Civil Service Director maintains an effective level of literacy regarding statutes, regulations, Civil Services Procurement procedures and record keeping retention policies. The Civil Service Director must also have an effective understanding of the position in relation to public information requests and employee rights.

Job Responsibilities:

  • Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
  • Provides accurate information on and/or interpretation of Chapters 143 and 174 of the Texas Local Government code, Civil Service Commission Rules & Procedures, Agreements between the City of Brownsville and the Brownsville Police Association, Brownsville Fire Department Collective Bargaining Agreements, and City of Brownsville Civil Service Personnel Policies and Procedures.
  • Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Coordinates with the legal department as needed/required as well as legal representatives for employees and any designated bargaining associations.
  • Supports the Civil Service Commission and Civil Service Office: coordinates Commission meetings and disciplinary hearings, arranges locations and times; gathers and distributes documents and materials; prepares and posts agendas and notices; requests legal opinions; prepares subpoenas, tracks and acts on outstanding issues; and ensures adherence to governing doctrines.
  • Manages and resolves complex employee relations issues.
  • Analyzes trends and metrics in partnership with the other cities to develop solutions and programs.
  • Coordinates and administers certain aspects of the civil service promotional process for public safety departments

Job Requirements:

  • Minimum Associate’s degree in Business or General Studies
  • Preferred to have, BA in Organization Leadership: Human Resources, BA in Management: Human Resource Management, BA in Public Administration, BB in Administration: Management
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) Credential or ability to obtain certification within one year of employment preferred.
  • Ability to acquire or demonstrate progress in AIHR certifications
  • A minimum of 4 (four) years of progressively responsible management experience, with specific experience resolving complex and collective bargaining and/or civil service employee relations issues preferred.
  • Working knowledge of multiple human resource disciplines, including compensation practices, organizational diagnosis, employee and union/association relations, diversity, performance management, and federal and state respective employment laws
