Job Description:

The Energy and Water Program Manager oversees facilities and infrastructure to incorporate Center-wide energy and water programs to meet the federal regulations and goals established by the Agency. Manages the Center’s Energy and Utility budgets and is responsible for the initiation and monitoring of Energy Saving Performance Contracts. Establish and manage the strategic plan for the Center’s energy and water conservation program to improve building and infrastructure efficiency and performance.

Job Responsibilities:

  • Conduct technical analysis of facility energy and water systems and identify opportunities for improvements in efficiency and lower operations costs. Lead Re/Retro-commissioning initiatives in coordination with Facilities System Managers.
  • Develop plans for future Energy/Water saving investments; prepare Energy/Water Conservation Measures project packages and advocate for Construction of Facilities energy projects for the Center with the Office of Strategic Infrastructure at HQ.
  • Lead the GRC facilities and infrastructure Energy/Water Program and coordinate with Center, Agency, and external organization stakeholders. Responsible for administering these programs to meet federal statutes, regulations and goals.
  • Manage the Center?s strategic plan for the energy and water conservation program to improve building and infrastructure efficiency and performance. Manage the Center?s Energy and Utility budgets including Energy Saving Performance Contracts.
  • Prepare and present briefings to Center or Agency Management, explaining and recommending Energy conservation solutions. Serve as a voting member of the Agency-wide Energy Efficiency Panel (EEP) that develops strategic energy policy for the Agency.
  • Promote awareness and understanding of GRC Energy and Water Management Programs among all GRC employees.
  • Review major facilities project engineering design documents during design, providing direction on energy and water conservation measures.

  • In addition to the basic education requirement (shown below), you must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

    To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level leading diverse teams; planning, evaluating and executing short & long-range programs or projects; experience in energy-efficient technologies and implementation strategies to retrofit existing facilities and design new facilities; and experience with program management including strategic planning, program trouble-shooting, program development and advocacy.
