Job Description:

As an Office of Labor-Management and Employee Relations (OLMER) Center Director, provides leadership in one of three areas, (i.e. Policy, Negotiations, or OLMER Operations. In addition, provides leadership and expertise in the formulation, implementation and evaluation of policies, initiatives, and procedures in support of the agency’s labor-management and employee relations program.

Job Responsibilities:

  • As an Office of Labor Management and Employee Relations (OLMER) Center Director, provides leadership in one of three areas, (i.e. Policy, Negotiations, or OLMER Operations).
  • In addition, provides leadership and expertise in the formulation, implementation and evaluation of policies, initiatives, and procedures in support of the agency’s labor management and employee relations program.
  • Directs a segment of the SSA labor relations/employee relations program conducted throughout the agency’s National structure. Responsible for the development of major aspects of key agency administrative policies and objectives.
  • Participates in long range planning to ensure the integration of the Center’s mission with that of the total SSA Labor-Management and Employee Relations program
  • Recommends and initiates the development of policy and guidelines for SSA-wide implementation and evaluates the progress of said activity.
  • Coordinates the planning of the Center’s activities/special projects and conducts comprehensive evaluations of those activities. Supports OLMER’s primary mission and the overall mission of the Office of Human Resources (OHR) as it relates to OLMER.
  • [Cont..] Precedent decisions and policies may impact labor management and employee relations operations agency-wide.
  • Confers and negotiates with key officials throughout SSA such as Deputy Commissioners and Office Directors.
  • [Cont..] Preparation for meetings typically includes provision of briefing packages or similar presentation materials requiring extensive analytical input by the incumbent and subordinates.
  • Evaluates subordinate supervisors and/or team leaders and nonsupervisory personnel; serves as the reviewing official on evaluation of nonsupervisory employees rated by subordinate supervisors.
  • Oversees significant and extensive coordination/integration of teams and work groups that are each assigned specific projects (long term and short term).
  • [Cont..] Supervision at this level involves major recommendations that have a direct and substantial impact on OLMER operations affecting SSA agency-wide.
  • Determines what major projects of the Center should be initiated, dropped, or curtailed.
  • Identifies areas for organizational improvements within the Center, including the desirability of changes in organizational structure, delegations of authority, and improvement and coordination among subordinate units.
  • Develops policy and long range plans in connection with prospective changes in function and integration with the total SSA OLMER Program

Job Requirements:

Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must involve expert experience in applying federal human resources regulations, policies, and procedures related to LR/ER; providing advice to senior management on sensitive LR issues; formulating negotiation strategies involving complex LR issues; providing guidance on various topics including performance, conduct, attendance, and dispute resolution; and devising case strategies and documentation for third party proceedings.
