Job Description:

Serves as Senior Analyst in the Office of Strategy, Learning, and Workforce Development (OSLWD) within the Office of the Deputy Commissioner, Human Resources (DCHR). The incumbent provides expertise for activities within OSLWD concerning broad human resources strategies related to workforce planning and management.

Job Responsibilities:

  • Provides authoritative advice and recommendations concerning HR strategies and the impact of agency initiatives; assists in establishing priorities and formulating agency policy positions.
  • Develops and presents analyses of complex human capital issues; recommends options for the resolution of such issues, which often involve opposing interests within SSA and require the approval or cooperation of oversight Federal agencies.
  • Provides expert technical guidance in a broad range of strategic Human Capital planning areas.
  • Conducts research in a variety of highly sensitive, critical, and prominent program areas, at the request of DCHR management, to assist in setting priorities, coordinating processes and functions, and resolving especially challenging problems.
  • Ensures that projects and assignments that cross staff or component lines are coordinated effectively; plans and synthesizes ongoing agency level studies, reports, assessments, or evaluations;
  • [cont.] when required by the assignment or project, oversees negotiations with key personnel in other SSA components or other agencies.
  • Performs confidential analyses and prepares reports on high-priority projects and assignments that involve sensitive and/or confidential information; researches and [cont.] organizes material for use by the Deputy Commissioner, Assistant Deputy Commissioner, or Executive Staff.

Job Requirements:

  • Experience formulating executive level recommendations.
  • Background and/or security investigation may be required.
  • Federal employees must have a successful performance rating.

  • Experience summarizing federal regulations and guidance for executives.
  • Experience evaluating programs.
