Job Description:
The new Civil Rights Office supports department programs initiatives related to all six of the Strategic Outcomes outlined in Strategic Direction 2023. The Civil Rights Officer will develop and monitor a clear vision for the Civil Rights Office, advance the City’s non-discrimination efforts, and promote outreach, education, and awareness events for both businesses and community stakeholders. The Civil Rights Administrator will provide high-level leadership within the Office of Civil Rights Office to assist in meeting core mandates of advancing the City’s non-discrimination ordinances. The Civil Rights Administrator will provide critical operations support to the Civil Rights Officer, represent OCR on behalf of and at the CRO’s discretion: before city leadership; local, state and federal governmental partners; community stakeholders; and business stakeholders. The Civil Rights Administrator will work with all OCR team members to support the work of the Civil Rights Officer.
Job Responsibilities:
Develops, implements, and monitors operational activities, policies, procedures, and related systems; and leads multiple cross-functional projects, initiatives, and teams.
Oversees the development and preparation of management and productivity reports, studies, and analyses; evaluates business process effectiveness and efficiency; and makes recommendations for improvements.
Collaborates with department executives, key managers, and stakeholders to collect relevant data and resources to obtain insight and perspectives related to critical decisions; and communicates project status to executive management, the department, and stakeholders.
Develops short- and long-range strategic plans to meet the goals of the Office of Civil Rights and to supplement the Civil Rights Officer in their role. Monitors the implementation of major civil rights and administrative projects critical to the Civil Rights Officer’s strategy for organizational effectiveness and improvement.
Plans, directs, and manages quality assurance/quality control strategies and programs to ensure compliance with quality assurance standards to the include Federal, State, and Local regulations necessary to maintain and enhance performance of the audit and quality of the Office of Civil Rights.
Attends City Council meetings, at the discretion of the Civil Rights Officer, to explain, justify, and defend department programs, policies, and activities; and negotiates or otherwise resolves sensitive, significant, and complex issues.
Advises the Civil Rights Officer in defining and identifying key measures and performance targets, develops solutions to critical business issues, and presents alternatives to executive management.
Facilitates the development of stakeholder analysis and communication plans for process improvement teams and makes recommendations on organizational change utilizing appropriate talent.
Represents the Office of Civil Rights to State agencies, City officials, vendors, contractors, community interest groups, and the general public; manages the Office’s quality assurance services, public information requests, finance and personnel transactions, and other similar tasks; and communicates results and recommendations to the Civil Rights Officer.
Job Requirements:
- Knowledge of civil rights laws, and expertise in the legal field.
- Ability to lead and manage a multi-discipline workforce.
- Ability to develop, implement, and administer a budget that includes preparing budget requests and monitor expenditures for budgetary compliance.
- Ability to conduct research, analyze, interpret, apply and communicate detailed and complex information.
- Ability to compile data and prepare narrative and statistical correspondence, reports and presentations.
- Ability to exercise sound judgement and exercise discretion in confidential matters.
- Ability to establish and maintain good working relationships with city employees, the public and diverse stakeholders.
- Ability to exercise interpersonal skills, including, but not limited to, active listening, collaboration, problem-solving, conflict resolution, empathy, diplomacy and adaptability
