Job Description:
Performs responsible staff work performing varied assignments in relieving a high level administrator of administrative detail. Performs a variety of administrative staff assignments which may not follow a prescribed routine, but rather, consist of general assignments to relieve the administrator of administrative detail and other matters not requiring the administrator’s personal attention. Prepares, maintains, and balances financial transactions in one or more functional areas. Prepares or assists in the preparation of complex and involved fiscal and statistical statements and reports.
Job Responsibilities:
- Reviews, analyzes, and assists in the preparation of the departmental budget; provides recommendations to the department director regarding budget adjustments.
- Reviews, studies, and analyzes operational procedures as directed by an administrator; prepares detailed and comprehensive reports of findings and recommendations.
- Serves as an aide to an administrator; composes correspondence; arranges conferences; interprets administrative policy; relays instruction of policy and procedure revisions.
- Receives inquiries from the public by letter, telephone, or in person; furnishes information or directs the inquiry to the proper source of answer.
- Coordinates and participates in special projects as directed by the administrator; reviews policies and procedures as directed; interprets guidelines and disseminates required information.
- Coordinates and monitors purchasing procedures to ensure proper funds are charged; verifies estimates and recommends purchases; processes purchase orders and maintains purchase contracts.
- Reviews pamphlets, articles, lengthy correspondence, and changes in codes, ordinances, and rules and regulations to ensure office procedures and production remains in compliance with local, State, and Federal regulations; reports findings to the administrative superior.
- Conducts research on an assigned subject; compiles administrative data and statistics, and secures material for use in preparation of speeches or reports.
- Participates in the production of departmental records, reports, billings, legal documents, statistical reports, handbooks, list databases, and files general and correspondence, etc.; reviews and inspects subordinate’s work to ensure accuracy and completeness of the same.
- Orders, verifies receipt, and maintains office equipment and supplies; places supply orders and initiates service calls on copiers, personal computers, printers, telephones, etc.; determines equipment needs to enhance the efficiency of the office; coordinates and monitors maintenance of the office and/or building.
Job Requirements:
- Knowledge of business English, spelling, and arithmetic.
- Knowledge of modern office practices, procedures, methods, and equipment.
- Ability to use computer hardware, various software programs and technology, including word processing and spreadsheet programs.
- Ability to maintain a valid Texas Driver License and a good driving record.
- Ability to make independent decisions in accordance with established policies and procedures.
- Ability to maintain good planning and organizational skills.
- Ability to provide effective leadership and coordination in developing solutions, recommending new techniques, and supervising staff.
- Ability to establish and maintain effective working relationships with elected officials, the general public, and others.
- Knowledge of general office procedures, practices, systems and equipment, as applied to financial operations.
- Knowledge of financial databases and relevant computer applications.
- Ability to project a positive and professional image of the City of Laredo.
- Knowledge in the application of basic accounting principles necessary to accomplish financial management tasks such as preparing budgets and monitoring program costs.
- Ability to keep moderately complex records, to assemble and organize data, and to prepare reports from such records.
