Job Description:

The City of Oxnard’s Public Works Department is seeking an Advanced Water Treatment Operator III with strong technical and customer service skills to be part of the Water Division team.

Under general supervision, performs the full array of duties assigned to classes in the AWTO (Advanced Water Treatment Operator) series including the operation and minor maintenance of the AWPF (Advanced Water Purification Facility ) and Water desalter systems, processes and related equipment; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; occasionally assists in the training of lower level AWTO positions and/or newer personnel; and performs related duties as required. Incumbents in this class are required to perform shift duties, which includes weekend and holidays, and, as needed, perform both controlled and non-controlled standby duty in order to respond to emergencies.

Job Responsibilities:

  • Performs duties that include all AWPF and Water desalter operating procedures, minor maintenance, and facility and equipment upkeep in order to assure compliance with applicable WDRs (Waste Discharge Requirements) and WRRs (Water Reclamation Requirements) permits.  Procedures include, but are not limited to, AWPF start up procedure, Microfiltration (MF) operating procedure, MF Extended Flux Maintenance (EFM) and Clean in Place (CIP) procedures for MF, Reverse Osmosis (RO) operating procedure, CIP procedure for RO, Ultraviolet/Advanced Oxidation (UVAOX) operating procedure, and Decarbonator operating procedure/pH control.
  • Additional procedures include, safe chemical handling.  Chemical handling procedures include, but are not limited to, safe chemical delivery unloading, safe chemical transferring, chemical leak identification and isolation, and liquid lime line flushing.  Use standard hand held or bench top water quality test equipment for process monitoring, troubleshooting and analysis. (Conductivity, pH, TDS, Chlorine, Iron, Ammonia, SDI, UVT).
  • Perform additional duties as required.  These duties will include maintaining both digital and written operational logs and records, collecting samples and performing simple laboratory tests for process control purposes, housekeeping and preventative maintenance duties.
  • Monitors AWPF SCADA (Supervisory Control and Data Acquisition) alarms, instruments, gauges, and meters for process control.
  • Checks pumps, motors, hydraulic lines, structures, pressure tanks and mechanical equipment for proper condition and operations.
  • Takes meter, gauge and control panel readings and observes variations in operating conditions; interprets readings; monitors and changes flows and processes within established parameters; reports readings and processing changes on operation logs and records.
  • Collects samples and performs routine chemical tests/analyses, records sampling and test results, prepares samples for testing in central laboratory as needed; analyzes and evaluates in-house laboratory results, data and procedures and takes corrective action as appropriate.
  • Operates light, and medium-duty trucks, such as pickups, utility service trucks, crane trucks, water tank trucks, truck-generator trailer combinations, and forklift..
  • Inspects and cleans assigned trucks and equipment; report mechanical and other problems; keep trucks and equipment stocked with proper tools, supplies, and materials.

Job Requirements:

(The following are minimum qualifications necessary for entry into the classification)

The equivalent of three (3) years of experience in the operation of an advanced water/wastewater/water treatment facility and;
A high school diploma or equivalent.

Possession of, or ability to obtain, a valid class “C” California driver’s license.
The AWTO III position requires an AWTO Grade 3 certification to be attained within 18 months of employment.
Candidates must have either a Grade III Wastewater Plant Operator Certificate or a T3 Water Treatment Operator Certificate upon employment.
