Job Description:
The role of the Commercial Contract Manager is to provide contract management and commercial support to ensure that contract / subcontract compliance is maintained to the department, its ALBs and to the wider NHS. The post holder will have a key role working closely with strategic suppliers to the government and the NHS to drive value for patients and service users.
The role requires strong relationships with a range of internal and external stakeholders including colleagues across the department and its ALBs and leaders across the civil service and wider health and care system. This role will require the contract management of one or more high priority contracts and the implementation of processes to ensure contract compliance and high-quality service delivery. It is likely that some line management or ability to work in a virtual team will be a part of this role.
- Managing contracts throughout creation, delivery and closure, with a focus on governance and compliance, whilst maximising operational and financial performance and risk mitigation;
- Developing CCM Capability across the group through the CCMC Network Events, CCMC Workshops;
- Creating and providing access to leading practice CM Tools, guidance, advice and expertise to colleagues in DHSC and the Arm’s Length Bodies;
- Supporting procurement colleagues in high value / risk procurements to ensure CM is built into contracts; and/or in similar markets – acting as a facilitator and conduit with Cabinet Office.
Job Responsibilities:
- Working with strategic suppliers to health at senior levels in order to manage contracts appropriately, obtaining key supplier performance information and maintaining the relationship into health;
- Supporting implementation of a Strategic Supplier Relationship Management (SSRM) strategy and completing actions at a tactical level to embed SSRM across the Commercial Directorate and within ALBs in order to maximise the value of working as ‘One Government’;
- Actively ensuring the robust implementation of core CM processes including risks and issues, deliverables and change control processes;
- Working to tight deadlines to produce accurate, consistent and high quality contract management documentation;
- Effectively managing the escalation of serious or unresolved issues (through line management and other senior stakeholders) in accordance with recognised governance process;
- Analysing and consistently presenting complex data and information in a clear and concise manner using a range of tools to maintain robust communication with key stakeholders and highlight key risks and issues;
- Communicating and measuring the benefits of contract management through regular reporting of robust performance information in order to evidence continuous improvement;
- Ensuring that the Department and its ALBs comply with robust, consistent and effective contract management in line with the Government Commercial Function recommendations, the DHSC CM user guide and toolkits;
- Developing strong relationships with a range of internal and external stakeholders at all levels within DHSC, the ALBs and government in order to maximise opportunities to collaborate and achieve efficiencies;
- Providing subject matter expertise to a range of complex and high risk commercial issues across health including coaching and mentoring the team to ensure they develop their own capability in dealing with complex and challenging CM issues;
