Job Description:

This position serves as an Attorney Advisor in the Office of the General Counsel, reporting to an Associate General Counsel or Chief Counsel. Performs procurement law legal support and counsel functions related to Agency-wide acquisition activities as needed within OGC (including Headquarters, Goddard Space Flight Center, and other operating locations). Provides day to day guidance on legal matters to senior NASA Clients and within OGC to senior NASA attorneys.

Job Requirements:

Basic Requirements for all grade levels: Applicant must possess a Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) degree from a full course of study at a law school accredited by the American Bar Association; be an active member in good standing of the bar of any state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico; and have been admitted to practice law before a state or federal court. To qualify for GS-13, you must meet the basic requirement for all grade levels. In addition, one of the following requirements must be satisfied: One year of directly related specialized experience equivalent to the GS-12 level serving as an adviser providing legal advice on the interpretation and application of Government procurement law and regulations, advising on contract administration issues, including serving as adviser to Source Evaluation Boards, drafting of contract provisions, advising and drafting in support of source selection and contract award, and bid protests or claims litigation; providing legal advice and assistance on policy and legal issues. OR A graduate law degree (e.g., Master of Laws/LL.M.) and 1 year of professional legal experience equivalent to the experience described above. To qualify for GS-14, you must meet the basic requirement for all grade levels. In addition, one of the following requirements must be satisfied: One year of directly related specialized experience equivalent to the GS-13 level serving as a senior adviser providing expert legal advice on the interpretation and application of Government procurement law and regulations, advising on contract administration issues, including serving as primary advisor to Source Evaluation Boards, drafting of contract provisions, advising and drafting in support of source selection and contract award, and bid protests or claims litigation; providing authoritative legal advice and assistance on policy and legal issues. OR A graduate law degree (e.g., Master of Laws/LL.M.) and 1 year of professional legal experience equivalent to the experience described above.
