The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) is seeking an experienced and highly motivated individual to join our team as an Senior Human Resources Analyst with the Human Resources unit. Job Duties: Collaborate with hiring managers to develop and execute staffing plans and activities to hire qualified individuals. Prepare interviewee communication/confirmation packets and coordinate testing. Coordinate scheduling of interview panelists, provide training and guidance to panelists conducting interviews. Assist supervisors and employees with employment process needs. Provide management and employees with interpretation of Arizona Administrative Code (A. A. C.), Department/ Division Policies and Procedures, Employment

Job Responsibilities:

Law and Federal Laws; ensuring consistent application and compliance with such rules and policies; Provide guidance and direction to management adhering to the Background Check, Clearance Card Policy and Reference Checks Policy. Review hire list to ensure hire is in compliance with relevant ., hiring procedures and practices. Maintain all staffing records ensuring record keeping is in compliance with ADOA and division procedures. Track requisition status and ensure hiring lists do not expire. Confer with Division position control specialist to confirm vacant position numbers are in the proper classification and ensure that staffing efforts maintain established headcount. Generate correspondence to notify candidates of their status in the selection process. Attend job fair in cooperation with HRA Staffing for recruitment of vacant positions. Knowledge, Skills & Abilities (KSAs): Knowledge of: staffing trends and best practice guidelines for the selection process. Diverse sourcing methods (Job board, social media, etc) Human behavior and individual differences; Employment law, Arizona Administrative Code, AA/EEO principles Department Personnel Policies and Procedures applicable to employment strategies for filling hard-to-fill positions. Investigation and fact-finding practices. Skill in: Drafting correspondence using appropriate grammar, spelling and punctuation. Developing innovative approaches for tapping into new sources of applicants. Developing and maintaining a pool of qualified candidates for both new and future positions. Interpreting policies and procedures. Communicating effectively in writing and orally. Interpersonal relationships and diplomacy in dealing with the public and customers. Assessing and problem-solving. Interviewing and fact-finding. Computer skills in MS Word, Excel, Access, Internet, Talent Acquisition, and HRIS. Ability to: Handle high volume staffing for hard-to-fill positions. Speak convincingly about the agency’s culture, reputation, and benefits. Provide professional customer service to both hiring managers and applicants. Listen attentively to customer needs and provide appropriate and timely responses. Network and build relationships with professionals outside the organization. Use facts, numbers, and results to prove value, raise quality, or save money.
