Accountant IV
This position is currently (and temporarily) teleworking during the COVID-19 pandemic. The successful candidate must have infrastructure (i.e., computer and internet capability with virus protection) to perform the job duties.

Provides consultative services as liaison between third party vendor(s) and Health and Human Services Commission (HHSC) employees/managers. Policy interpretation and initiatives are at the direction of HHSC Time Labor and Leave (TLL) and Payroll (PR) Leads, Managers, and Directors. Responsibilities include processing payroll cancellations/reversals and special payments; certifying payroll payments (Doc 5 or revolving funds); (941 reports) to the IRS; coordinating approval/denial of Extended Sick Leave and Sick Leave Pool requests; processing military leave transactions; clearing leave exceptions and/or correcting leave. Perform post payment audits and assists with all internal/external audit entities including, but not limited to agency internal audit divisions, CPA, federal auditors, and State Auditor’s Office. Works with all internal/external stakeholders to resolve exceptional/unique PR/TLL issues. Monitors the HHSC system of record: the Centralized Accounting Payroll Personnel System (CAPPS). Executes ad hoc queries of system. Facilitates collection and publication of HHSC PR/TLL facts, data, and information. Provides system analysis of CAPPS and system testing for all enhancements and incidents. Facilitates special projects as directed by the HHSC PR/TLL Leads, Managers, and Directors. Maintains adequate records/reports to reconcile monthly vendor and agency reports, process super security deletes, balance fund accounts with the working knowledge of state and federal taxes, agency policies and procedures.

Job Responsibilities:

Communicates with others (internally and externally) to provide, exchange, or verify PR/TLL information; answer inquiries, address issues, or respond to complaints. Performs all work with moderate latitude for the use of initiative and independent judgment. 40%

Serves as liaison for assigned area on issues with agency staff and/or outside entities, perform research on issues related to PR/TLL discrepancies and questions. 30%

Responds to all inquiries made to the agency’s PR/TLL email mailboxes. 20%

Work involves implementing objectives to revise programs to increase efficiency. Participation in work groups. 10%

Job Requirements:

Four (4) years of professional or administrative experience in payroll, time management or leave keeping systems, human resources or personnel management programs, accounting, or other related fields. The professional and administrative experience may be substituted by completing a minimum of 30 semester hours of college course work (which equates to one year of experience) or having a Bachelors’ degree from a college or university (which equates to four years of experience). The college course work (in increments of 30 completed semester hours) or a Bachelors’ degree may substitute for the required professional or administrative experience on a year-for-year basis with a maximum substitution of four (4) years.
