Job Description:

The Department of Technology Services (DTS) has an opening for a Government Operations Privacy Officer (as per H.B. 243, 2021 General Session). This is a full-time position, appointed by the Governor and confirmed by the Utah Senate. The Government Operations Privacy Officer shall compile, analyze and report on information about the privacy practices of state agencies.

Job Responsibilities:

Preference may be given to those with the following:

  • Bachelor’s, Master’s, or Doctorate degree in business administration, law, finance, accounting, computer science, information technology, or a related field.
  • A minimum of 5 years of experience in privacy, data protection, security, risk management, or compliance.
  • Excellent written and verbal communication skills, interpersonal and collaborative skills, and the ability to communicate security and risk-related concepts to technical and non-technical audiences including executives and business stakeholders with the ability to lead and coordinate discussions.

Job Requirements:

  • Experience with civil liberties law and policy, particularly in regards to privacy
  • Working knowledge of relevant state, federal, and international privacy policies.
  • Knowledge of the data lifecycle and impact to privacy controls.
  • Demonstrates excellent analytical skills, ability to manage multiple projects under strict timelines, as well as the ability to work well in a demanding, dynamic environment and meet overall objectives.
  • Experience interfacing with elected and appointed government officials, including working with a multitude of government entities as well as with the Utah Legislature and relevant oversight committees.
  • Ability to independently research, understand, and apply regulatory requirements in a government setting while preserving confidentiality and exercising discretion.
  • Experience developing gap analyses of state, federal, and international requirements on privacy laws, regulations, and industry standards.
  • Ability to monitor trends and regulatory changes to privacy, data security, and laws and regulations in other jurisdictions.
  • Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
