Job Description:

The Virginia Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Human Resources Development and Management (HRDM) is seeking an accomplished professional for the role of Deputy Director of Human Resources. The Deputy Director will lead human resources facility operations support to include oversight of compensation management and workforce development. This position will manage and/or perform a broad range of human resource functional areas in support of facility HR operations, such as providing statewide consultation. This position will also provide oversight of special projects that impact the system, such as Kronos enhancement and HOPS HR implementation. Oversees studies and surveys on operational needs and issues facing the system relative to HRDM; evaluates trend data to adjust facility program direction; produces reports, policy analyses, briefing papers and correspondence related to systemic issues; ensures that field programs and services are implemented in a timely manner, meet the needs of the Department’s customers and are integrated within line programs and services. This position will be responsible for developing employee programs to enhance recruitment/retention, employee compensation, workforce and organizational development, employee relations, and staff development services; identifying recruitment strategies and sources to attract candidates with the capability of providing and supporting good quality DBHDS services, evaluating and identifying retention strategies to maintain a stable workforce; overseeing workforce planning and development programs, including the agency’s succession plan. Serves as a back-up to the DBHDS Chief Human Resource Officer and HR consultants.

Job Responsibilities:

Comprehensive knowledge of human resource management principles, policies and best practices. Demonstrated ability to direct a sophisticated program of human resource management, including strategic planning, workforce and organizational development, compensation services, employment law, benefits administration, health/wellness and safety programs, legislation and policy development and interpretation. Demonstrated ability to lead human resource programs of large scope that are complex and diverse and collaborate on human resource activities across organizational and system lines to garner support and successful planning and implementation. Considerable knowledge of facility/hospital operations and experience providing guidance to multiple locations. Comprehensive knowledge of state policies and procedures and considerable knowledge and experience with the Commonwealth’s human resource systems, policies and procedures. Considerable experience related to human resources administration, management, policy development, and human resource development and management, to include supervision of professional and/or administrative staff. Progressively responsible experience in human resource management with experience in managing diverse human resource services/programs.

Job Requirements:

College degree in business, public administration, human resource development and management or a related discipline or equivalent combination of education, training and experience is preferred.
