Job Description:

The Bus Network Planning team creates, appraises and promotes plans for developing London’s bus network, ensuring that it provides the most cost effective and best quality service within the resources available and that it delivers the objectives of the Mayor’s Transport Strategy.
You will assist on the development of strategies, policies and plans for bus network changes which support TfL’s strategic objectives. You will optimise bus services for passenger journey time, service reliability, network capacity and connectivity, taking account of value for money, available resources, operational constraints and customer priorities. You will achieve this through your understanding of the internal and external factors which affect service levels, performance and customer priorities.
You will prepare detailed proposals for service changes, undertaking analysis of customer demand, understanding performance and operational issues and preparing Business Cases. You will present proposals for decision makers, in writing and in discussion. You will liaise with colleagues across TfL, particularly in Bus Operations and in City Planning to ensure plans are realistic and deliverable and aligned with strategy.

Job Responsibilities:

  • Assist on building and securing stakeholder support for service changes, across and outside the business
  • Develop strategic plans for selected service changes, and the plans to deliver the strategy
  • Undertake detailed analysis on feasibility, costing, passenger benefit and performance impact of smaller service change proposals, and assist on larger ones, including appropriate modelling as required
  • Contribute to the development of Public Transport Planning team capability
  • Identify opportunities for improvements and generate specific and achievable proposals for service changes by applying knowledge of passenger demand, service operation, Mayoral policy and ensuring that transport provision is reflected in land use development proposals by assessing and proposing suitable mitigation
  • Manage smaller programme of works (or assist in larger) to deliver plans, obtaining governance approvals, and managing business process and controls as appropriate
  • Use a wide range of data sources and specify additional data collection requirements as appropriate. Lead or assist on developing larger projects for service change proposals, based on BCDM methodologies, in order to secure their approval
  • For approved service changes assist in managing the relevant service change process
  • Monitor and review the impact of service changes on TfL’s customers and on TfL’s delivery of its strategic objectives including value for money, customer journey time, service reliability and network capacity and connectivity

Job Requirements:

  • Strong analytical skills in appraising service changes through business case development (Essential)
  • Strong influencing and negotiating skills (Essential)
  • Knowledge of Transport Planning principals and application. In particular public transport service planning and reliability issues and the metrics measuring these (Essential)
  • Experience of participating in multiple teams and negotiating with others (Essential)
  • An understanding of the range of modelling and analytical techniques used in Transport Planning (Essential)
  • Knowledge of public transport issues in general, the structure of the public transport industry and the characteristics of the London travel market (Essential)
  • Strong written and verbal communications skills (Essential)
  • Ability to prepare plans to tight timescales (Essential)
  • Knowledge of Business Case principles (Desirable)
  • Experience of defining and prioritising resource needs, and to plan accordingly (Essential)
  • A degree in a relevant discipline or equivalent experience (Desirable)
